Neology Awarded EVR Contract for Fifth Consecutive Year

Neology, a leader in Radio Frequency Identification (RFID) technology and related innovative solutions today announced that it has been awarded a contract for the fifth consecutive year to provide passive RFID tags, readers and solution integration support to the Mexican State of Puebla. In 2005 Neology was chosen by the state to develop a fully integrated EVI (Electronic Vehicle Identification)/EVR (Electronic Vehicle Registration) solution with key focus on tax compliance and state security. The company integrated Passive RFID devices into vehicle registration cards, drivers licenses and windshield tags and activated them through a personalization process in multiple issuing stations throughout the state. A number of gantries with static RFID Readers were also installed strategically throughout the state and were connected over the web to a C4 (Centralized Command and Control Center). Neology’s Event Management Integrated Software provided the ability in real time to track vehicles through the gantries by reading the windshield tag and co‐relating the information captured with data on record. Mismatching of information would create an event which triggers instant response messages to local law enforcement.

Five years ago this was an ambitious and complex undertaking. Neology was already providing fully integrated EVI/EVR solutions to other States and Government entities in Mexico, but not with this complexity. The program has been so successful in the State of Puebla that the Federal Government was inspired to expand the system nationwide. What has been developed over the past few years in Puebla provided the genesis for the national Repuve program.

In recent past years as new sensing technologies have become available that complement and enhance RFID Neology has developed its integrated software to incorporate any form of sensing capability. Long running program to now include LPR technology

Neology, a leader in Radio Frequency Identification (RFID) technology and related innovative solutions today announced that it has been awarded a multimillion dollar contract to provide passive RFID tags, readers, and software integration to Banjercito (The Mexican Army Bank). Banjercito controls every entry and exit point into and out of Mexico which includes both Northern and Southern international borders as well as all sea ports of entry. The contract, now in its tenth year, will for the first time incorporate License Plate Recognition (LPR) technology. Banjercito first engaged Neology more than a decade ago to develop a fully integrated passive RFID online solution to control customs (import & export of vehicles), immigration, and security. With more than 20 million border crossings each year, every vehicle that enters or exits Mexico is issued a personalized permit from any of over 600 points of issuance including seven Consulates in the United States. Neology’s fully integrated EVR (Electronic Vehicle Registration) solution has enabled Banjercito to automate through real time on‐line transactions full tax compliance and tolling for both temporary and permanent vehicle importation. With each annual multimillion dollar contract, Neology has supported, refined and expanded the system with the result that:

• Tax revenues have increased substantially.

• Number of illegal vehicles in Mexico has been reduced dramatically.

• Wait times have been reduced at the more than 450 entry/exit portals.

• Border security has been improved significantly.

Neology was an early pioneer of passive RFID technology and holds some of the industry’s most important IP. The company entered the solution development and integration business approximately ten years ago and engaged with Banjercito to develop this opportunity which contrary to recently publicized belief was the first EVR system in Latin America. This latest contract includes the integration of LPR technology allowing instant cross referencing of inputs from an RFID windshield tag and LPR system.

Neology Wins Three Additional States in the Mexico REPUVE Program

Neology, a leader in Radio Frequency Identification (RFID) technology and related innovative solutions today announced it has been awarded contracts by three States in Mexico to supply passive RFID, readers, handheld devices and integrated software. The contracts from the States of Campeche, Tamaulipas and Nayarit are some of the first to be awarded as part of the second phase of the REPUVE contract/initiative, the first phase of which was awarded to Neology in late 2008. Neology is in the process of delivering 30 million RFID tags which will be applied to the windshield of every vehicle in Mexico and the company has invested heavily in this particular segment of the market over the years. The unique Neology product delivers:

• Read distances approaching those of active (battery powered) RFID devices.

• Consistent read reliability in all atmospheric conditions.

• Security of on board data over a ten-plus year projected life.

These stringent specifications were established independently by the Mexican government and evaluated by International renowned observers and prestigious Mexican Universities such as UNAM, IPN and ITESM. As a matter of public record Neology was the only provider to comply with all the security and performance requirements for the REPUVE 30 million tag RFP.

The unique Neology solution allows information stored on an RFID windshield tag to be read in the field with the vehicle traveling at 100 mph and in real time validated with corresponding data relating to the same vehicle on a government data base. The solution also has the capacity to include a variety of other sensing devices and technologies that could be used when trying to identify and track a vehicle. Mismatches when correlating collected data with information stored in the government data base trigger an event which will be managed by either national or local law enforcement. The solution will provide both Federal and State government substantial increases in tax revenue due to the delinquencies that exist currently.
